We are seeking a highly experienced Lead QC Inspector to oversee quality control programs on federally funded construction projects. The ideal candidate will have comprehensive experience with US Army Corps of Engineers (USACE) projects and other federal clients (NAVFAC, VA, GSA, etc.), strong inspection capabilities, and a track record of ensuring compliance with contract documents, plans, specifications, and applicable codes and standards. This role will lead QC activities across multiple projects, coordinate with contractors, government representatives, and internal teams, and ensure timely closure of non-conformances.
Key Responsibilities:
  • Lead, manage, and execute the project quality control program for federal construction projects, ensuring compliance with contract documents, plans, specifications, and applicable federal regulations (e.g., 52.246-…; 52.236; as applicable).
  • Develop, implement, and maintain QC plans, Inspection and Test Plan (ITP), material submittal logs, non-conformance reports (NCRs), corrective action plans (CAPs), and closeout documentation.
  • Perform and supervise field inspections and testing (concrete, reinforcing steel, welding, coatings, fireproofing, HVAC, electrical, paving, earthwork, utilities, MEP assemblies, etc.) in accordance with project specifications and applicable standards (ACI, AWS, SSPC, NACE, IBC, NEC, UFC, UFC 3-260-01, UFC references as applicable).
  • Verify and approve material shipments and supplier performance for federal projects; review submittals, shop drawings, and test reports; ensure traceability and conformance.
  • Lead NCRs, CARs, and non-conformance closure process; coordinate with contractors, suppliers, and government reps to achieve timely resolutions.
  • Maintain daily QC records, daily reports (DPRs), QA/QC logs, and data for government audits; prepare and present QC metrics and progress to project leadership.
  • Administer and supervise QC personnel on site (if applicable), assign inspection tasks, review work performance, and provide mentoring and training.
  • Ensure compliance with federal procurement and construction quality requirements (DAV, Davis-Bacon Act considerations where relevant, federal safety regulations, and environment compliance as applicable).
  • Interface with federal government project representatives (e.g., USACE Resident Engineer, COR, NAVFAC COR, VA PM) to coordinate acceptance of work, approvals of NCRs, and acceptance testing.
  • Support commissioning, turnover, and final project closeout activities; assist in as-built documentation and operation and maintenance manuals.

Qualifications:
  • Education: Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field (or equivalent practical experience).
  • Experience: Minimum 7–10 years of progressive QC/QA experience on federal construction projects, with a strong emphasis on USACE projects. Experience with NAVFAC, VA, GSA, or other federal agencies is highly desirable.
  • Prior lead QC role on USACE Civil Works, Military Construction (MILCON), or NANFAC projects.
  • Experience with commissioning, facility turnover, O&M manual preparation, and closeout documentation for federal projects.
  • Knowledge of safety and environmental compliance requirements on federal job sites (OSHA 1926/29, NFPA codes, and site-specific safety programs).

Certifications and Credentials:
  • USACE Construction Quality Control System (CQCS) Program experience or equivalent USACE QC certification/recognized program.
  • Federal project-related certifications such as NAVFAC QA/QC certification, VA Construction Quality Assurance certification (or equivalent recognized by the agency).
  • Certified Quality Control Manager or Lead QC Technician credentials, if available (e.g., CQC: Construction Quality Control or equivalent).

Relevant industry certifications, such as:
  • NICET or equivalent for fireproofing, testing, or MEP systems
  • AWS Certified Inspector, Welding Inspector (or AWS QC1)
  • SSPC/NACE coatings certifications (as applicable to project scope)

Technical Proficiencies:
  • Strong knowledge of federal contracting requirements, contract documents, and quality standards (e.g., FAR/DFARS considerations, contract clauses related to QA, NQA-1 concepts as relevant).
  • Proficiency with ITP development, NCR/CAR processes, submittal reviews, material traceability, and test reports.
  • Familiarity with building codes and standards (IBC, NFPA, NEC, UFCs) and federal construction standards.
  • Proficient in using QA/QC software, document control systems, and standard office software (MS Office, SharePoint, project management tools).

Skills:
  • Excellent written and verbal communication; strong coordination and stakeholder management with government agency representatives, contractors, and internal teams.
  • Strong analytical and problem-solving abilities; attention to detail; ability to prioritize and manage multiple sites/projects.
  • Leadership capabilities to guide junior QC staff and coordinate cross-functional teams.
  • Ability to work in a fast-paced, on-site environment with travel to project sites as required (including remote or controlled access sites).

Work Environment:
  • On-site, construction-site environment with field inspections and some office work.
  • Travel to project sites as needed; ability to work in varied weather conditions.
  • Compliance with site access policies and government security requirements.
