**Brief Job Description **Under the Regional and Local Health Operations (RLHO) Information Systems (RIS) Manager, this position provides technical guidance and customer support for the DSHS statewide case management and case investigation system (CMIS), myInsight. 10% - Oversee the implementation of changes resulting from new legislation in data applications affecting the Section. Serve as program lead in working with the Public Health Informatics Team in developing surveillance data applications. Serves as subject matter expert in discovery sessions with DSHS vendors, DSHS information technology teams, and epidemiology and surveillance team leads to develop technical specifications for TB and Hansen’s disease electronic data software applications. 5% - Participate in responding to division requests. The Chief State Epidemiologist (CSE) serves as the State of Texas’ lead authority on epidemiology and is a key member of the DSHS executive leadership team, reporting directly to the DSHS Commissioner. The CSE is responsible for providing data-driven expertise for public health activities and policies in Texas.

This position provides supervision, budget management, and strategic direction for the Office of Chief State Epidemiologist Division and is responsible for overseeing disease surveillance, outbreak response, prevention strategies, and ensuring data-driven decision-making to protect public health.

As the department’s expert on epidemiological matters, the CSE serves as a DSHS representative and a point of contact for many stakeholders, including federal agencies, national organizations, and Texas-based health departments, healthcare providers, and health organizations.

The CSE must be a physician licensed to practice medicine in the state of Texas, board certified in a medical specialty and have significant experience in public health.

**Essential Job Functions (EJFs)**

EFJ 1: (25%) Leads the development, implementation, and evaluation of the department’s epidemiological initiatives and publications. Conducts data analysis and reviews health indicators to assists agency leadership with measuring the health status of the state. Performs special studies, develops reports and attends meetings. Manages the collection, analysis, and dissemination of public health data, including integration across state and federal agencies and ensuring data integrity and quality.

EFJ 2: (20%) Directs the daily operations of the OCSE division and provides general administrative and technical leadership of functions and activities. Establishes and monitors the division strategic vision, goals, and objectives in alignment with DSHS priorities.

EFJ 3: (15%) Advises the DSHS Commissioner and the executive team on epidemiology, morbidity and mortality trends, and health risks in the Texas population.

EFJ 4: (15%) Provides expert consultation on epidemiology and disease control, harmful exposure, and injury prevention to state agencies, health facilities, health service regions, local health authorities, local health departments, and other entities.

EFJ 5: (10%) Represents DSHS in legislative and public forums, including providing information, testimony, and presentations to legislative committees, state and federal agencies, and other organizations. Oversees development and approval of legislative materials and ensures coordination across divisions on joint projects. May represent DSHS at meetings, conferences, and seminars or on boards, panels, and committees.

EFJ 6: (10%) Coordinates with the Commissioner and agency executives to advance agency goals and objectives. Provides information and counsel to on programmatic trends, emerging issues, and their impact.

**Essential Job Functions (ejf)**

(35%) Provides leadership for the Chronic Disease Epidemiology (CDE) Branch; oversees the establishment of strategic plans for CDE's growth, operations, processes, and scientific goals. Conducts organizational and scientific strategic planning for CDE. Develops and/or approves schedules, priorities and performance standards for achieving goals and objectives in CDE strategic plans. Develops and implements guidelines for the development and delivery of scientific data products and associated procedures, schedules, priorities, and standards for achieving scientific and customer-centric goals. Provides scientific infrastructure to the HPCDP section and supports more than ten programs and other initiatives in the section with their epidemiology, surveillance, and evaluation needs. Provides consultation to other HPCDP branch managers on grant applications, surveillance needs for tracking programs' progress, develop data collection tools and protocols, and measure performance indicators. Responsible for providing accurate and timely data to the HPCDP programs via dashboards, surveillance reports, fact sheets, GIS maps, data request reports, presentation slides, etc. Maintains the schedule for annual data dissemination process for a variety of data sources providing information on chronic diseases and health risk behaviors. Supports grant application process within HPCDP Section and works collaboratively with other HPCDP branch managers on surveillance and evaluation plans, and related deliverables during the grant cycle. Ensures collaboration, coordination, and integration of CDE branch activities with all branches and programs in the HPCDP Section.

(25%) Identifies current and future funding and resource needs and communicates them to the Section Director. Oversee the preparation of CDE operating budgets, allocates approved budgets to CDE operations, and monitors expenditures, including federal and state funding sources. Works with HPCDP Finance Analysts, reviews budget reports to ensure compliance with policies and procedures set forth by DSHS, state, and federal funding sources. Oversee the preparation of contract language, scope of works, and performance reports from HPCDP programs related to the CDE activities. Collaborates and provides technical assistance to the HPCDP programs, their partners, and other units within CHI and DSHS on HPCDP related epidemiology and evaluation projects.

(15%) Participates in agency work groups as appropriate and represents HPCDP section. Assist the HPCDP Section Director with media, executive leadership, and legislative requests, and other communications regarding chronic disease and risk factors data.

(10%) Manages and develops CDE staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave.

(10%) Prepares formal contributions to public health sciences, including conference abstracts and manuscripts for publications. Attends trainings and workshops to maintain skills and knowledge related to chronic diseases in public health science.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation. Work hours/days and laboratory assignments may vary, all staff members will be required to work on Saturday as part of a rotating schedule.

**Essential Job Functions (EJFs)**

EJF 1. Oversees the advanced molecular genetic daily activities of the Newborn DNA Analysis laboratory. Ensures analytical accuracy of testing performed in the laboratory through regular reviews of Quality Control, Quality Assurance and proficiency surveys. Identifies discrepancies, implements and documents corrective actions and outcomes. Ensures that testing is performed without disruption within established turnaround times and that reports are accurate. Maintains current, CLIA-compliant standard operating procedure manuals. Based on your work area, consistently comply with DSHS Laboratory, local, state and federal guidelines to ensure a safe functioning laboratory. (30%)

EJF 2. Performs routine bench technical duties, including analysis, interpretation of highly complex molecular data, verification and release of results as needed. (20%)

EJF 3. Ensures adequate inventory of supplies and reagents to prevent delays in critical testing services. (5%)

EJF 4. Coordinates research, evaluation and development projects to assure state of the art testing. Coordinates and implements new procedures as appropriate and conducts validation studies. Performs troubleshooting of technical and equipment issues. Prepares complex technical reports and research papers. (15%)

EJF 5. Performs administrative functions including completing regular reports and ad hoc reports, attending meetings and storing records. Notifies supervisor of problems, either technical or personnel, that impact the functioning of the laboratory. Participates in preparing laboratory budgets, assessing equipment and staffing requirements. (15%)

EJF 6. Provides technical consultation and excellence in customer service to internal and external customers. Conducts technical presentations, tours, and student training. Maintains documentation for and ensures appropriate training for staff. (5%)

EJF 7. Communicates with supervisor to supply needed input for personnel management. Provides input into appropriate staffing qualifications for job descriptions, by participating in interview and selection teams and by recommending training for staff. Monitors and provides feedback to supervisor on team members’ technical performance. Encourages communication throughout the area. Plans and assigns technical bench assignments. (5%)

EJF 8. Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

**Initial Screening Criteria:**

**Required**

Have an earned bachelor’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution with at least four years of laboratory experience in high complexity testing; or have an earned master’s degree in chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution with at least two years of laboratory experience in high complexity testing; or have an earned doctoral degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution with at least one year of laboratory experience in high complexity testing.

**Additional Information**

Hepatitis Risk High. Required Hepatitis B and Tetanus/Diphtheria immunizations are provided. Must wear provided personal protective equipment (including: face shield, gloves, laboratory coat, safety glasses) as required by testing/ safety procedures.
