Role Description
Illest Environmental is seeking a knowledgeable and resourceful Environmental Engineer with 5-7 years of experience to join our team. This is a full-time position based in Pittsburgh, PA. In this role, you will work alongside our experienced engineers and environmental professionals (including directly with Illest Environmental's co-founders) on a variety of projects, spearheading work spanning environmental compliance, noise and vibration monitoring, site assessments, and more at a rapidly growing firm.
Responsibilities
  • Serve as the primary on-site environmental compliance authority and liaison with ALCOSAN, PA DEP, and other regulatory agencies.
  • Prepare, coordinate, review, and maintain all required environmental plans including the Environmental Protection Plan (EPP), Dust Control Plan, Material Management Plans, and Spill Prevention Control and Countermeasure (SPCC) Plan.
  • Prepare and submit PA DEP Form U packages for residual waste disposal and coordinate regulatory review with PA DEP.
  • Conduct and document weekly NPDES permit inspections, post-storm inspections, and corrective action inspections in accordance with PA DEP Chapter 102 requirements.
  • Oversee soil and water sampling programs, chain-of-custody procedures, and laboratory coordination for waste characterization.
  • Perform routine soil screening using a photoionization detector (PID) during earthwork and excavation activities.
  • Deploy and operate portable noise meters and seismographs to monitor construction noise and vibration levels against project thresholds.
  • Oversee implementation of perimeter noise barrier systems and coordinate mitigation measures with the Contractor when exceedances occur.
  • Prepare and submit monthly Waste Tracking Progress Reports including waste manifests, disposal records, and storage area inspection logs.
  • Coordinate clean fill determinations using EDR LightBox and Phase I ESA-level due diligenceSupport management and segregation of acid-producing rock (APR) in accordance with PA DEP guidance and project specifications.
  • Manage ALCOSAN industrial discharge permit compliance including sampling, analytical review, and reporting.
  • Oversee and direct Environmental Technicians across multiple concurrent active work sites
  • Conduct environmental compliance onboarding for field personnel on BMP installation, inspection, and spill response.
  • Maintain live compliance logs tracking chemical inventories, fuel storage, secondary containment inspections, and corrective actions.
  • Coordinate with disposal facilities to establish waste acceptance criteria and provisional volume assumptions.
  • Support permit amendment notifications and regulatory coordination with the Conservation District and PA DEP to avoid enforcement actions or stop-work directives.
  • Respond to environmental incidents, spills, and complaints and coordinate required regulatory notifications.

Qualifications
  • 5 -7 years of experience in environmental engineering and expertise in environmental regulations, compliance, and permitting processes.
  • Bachelor's degree in Environmental Engineering, Civil Engineering, or a related field.
  • Professional Engineer (PE) license preferred
  • Strong analytical, organizational, and problem-solving skills.
  • Effective communication and teamwork abilities.
