About the Role
We are seeking an experienced and hands-on HR Manager to join our growing team.
This role is ideal for someone who thrives in a fast-paced startup environment and enjoys building scalable HR processes while supporting employees throughout the full employee lifecycle.
The HR Manager will oversee HR operations, payroll, benefits administration, compliance, employee relations, immigration support, and client-facing HR operations.
The ideal candidate is highly organized, detail-oriented, knowledgeable in California employment law, and experienced with Gusto HRIS/payroll systems. Strong communication skills and the ability to manage multiple priorities in a dynamic environment are essential.
Key Responsibilities
`HR Operations & Employee Lifecycle
  • Manage HR operations, including onboarding, offboarding, employee changes, and documentation.
  • Lead onboarding and maintain accurate employee records in HR systems.
  • Serve as the primary administrator for Gusto HRIS/payroll systems.
  • Support promotions, transfers, compensation updates, and terminations.

Payroll & Benefits Administration
  • Process payroll, audits, reconciliations, and reporting accurately and on time.
  • Administer benefits, leave management, and open enrollment processes.
  • Partner with vendors and assist employees with payroll and HR-related inquiries.

Compliance & Employee Relations
  • Ensure compliance with Federal, California, and local employment laws.
  • Maintain HR policies, handbooks, and internal procedures.
  • Support employee relations matters, leaves, accommodations, and terminations.

Immigration & Global Mobility
  • Coordinate employment-based immigration and mobility processes.
  • Partner with immigration attorneys on H-1B, OPT/CPT, and work authorization cases.

Client Interaction & HR Consulting Support
  • Serve as the main HR contact for EOR/HRO clients on onboarding, payroll, benefits, compliance, and employee relations.
  • Assist clients with HR documentation, onboarding coordination, employee relations, and compliance-related inquiries.
  • Support client HR initiatives and coordinate with vendors, immigration attorneys, payroll providers, and benefits brokers.
  • Provide operational HR guidance in fast-paced, high-growth environments.

Qualifications
Must-Have
  • Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
  • 5+ years of HR operations or HR generalist experience, preferably in startup or high-growth environments.
  • Strong knowledge of California employment laws and HR compliance requirements.
  • Hands-on experience with Gusto HRIS/payroll systems and other HRIS platforms.
  • Experience managing payroll, benefits administration, onboarding, employee lifecycle processes, and immigration support.
  • Strong communication, organizational, and multitasking skills with the ability to thrive in a fast-paced environment.

Nice to Have
  • HR certification (PHR, SHRM-CP, or SHRM-SCP).
  • Experience supporting technical teams, EOR/PEO environments, or multi-state payroll.
  • Chinese bilingual is a plus.
