About The Role
The Program Analyst (EDOS-9) position at Bowhead / UIC Technical Services is a part-time/on-call role designed for individuals with a background in military logistics, procurement, or warehouse operations. The successful candidate will be responsible for analyzing, organizing, planning, and administering various phases of day-to-day provisioning, spares, and maintenance or repair activities for assigned programs of moderate scope. This role involves evaluating contractual documents, technical data, customer usage reports, and maintenance practices to determine spares provisioning or maintenance requirements. The Program Analyst will develop logistics plans aimed at improving distribution efficiency, managing inventory, and ensuring timely delivery of supplies and services.
Qualifications
Candidates should possess a high school diploma or equivalent; a bachelor's degree is preferred. A minimum of one to five years of combined experience in military logistics, procurement, or warehouse operations is required. Experience with government procurement processes, database management, and military logistics operations is highly desirable. Familiarity with the Lenel system is preferred, along with experience using government systems such as IBPES, PMT, and SharePoint. Intermediate to advanced skills in Microsoft Office applications—Word, Excel, Outlook, and PowerPoint—are essential. Excellent communication skills, strong interpersonal abilities, and good judgment are necessary to interact effectively with team members and external contacts. Physical capability to lift up to 25 pounds, stand, walk for extended periods, and perform bending and twisting movements is also required. Candidates must be able to obtain and maintain a security clearance at the Secret level, with U.S. citizenship being a mandatory requirement for clearance eligibility.
Responsibilities
The Program Analyst will develop and implement logistics plans to optimize the distribution of goods and supplies, ensuring operational efficiency. Key responsibilities include analyzing contractual documents, technical data, and customer reports to determine spares provisioning and maintenance needs. The role involves conducting distribution and network studies, monitoring inventory levels, and developing strategies to meet delivery timelines. The analyst will also be responsible for reporting and addressing operational issues such as water leaks, security breaches, or building maintenance concerns. Ensuring physical security involves controlling access to the facility, escorting visitors, and verifying security clearances through systems like DISS. The role requires processing badge encoding requests, maintaining security forms, and managing access control systems such as Lenel for CAC coding and security badge management. Additional duties include coordinating tours, managing incoming packages, and acting as a mail courier. The Program Analyst will prepare for VIP tours and meetings, coordinate the setup of secure video teleconferences, and maintain a collection of presentation materials for display purposes. Collaboration with security personnel and other staff is essential to ensure compliance with security protocols and operational procedures. The position also involves routine facility checks, maintaining security documentation, and supporting various administrative functions necessary for the smooth operation of the program.
