About The Role We are seeking a highly experienced Senior Human Resources Manager to join our leadership team. This senior-level management position is responsible for overseeing the full spectrum of Human Resources operations within the court. The role involves providing strategic guidance, operational oversight, and expert advice to executive management to ensure that HR initiatives align with organizational goals. The incumbent will lead a professional team and manage high-impact HR programs, including Employee Services and Operations, Training and Organizational Development, and the Workers’ Compensation Program. This position requires a strategic thinker with strong analytical skills, excellent communication abilities, and a deep understanding of employment law, collective bargaining, and organizational governance. Qualifications
A Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field; a Master’s degree is preferred.
Extensive experience (typically 7+ years) in human resources management, including experience in a senior or leadership role.
In-depth knowledge of employment statutes, collective bargaining agreements, and HR best practices.
Proven ability to develop and implement strategic HR initiatives and policies.
Strong leadership skills with the ability to manage and motivate a diverse team.
Excellent analytical, problem-solving, and decision-making skills.
Exceptional communication and interpersonal skills, capable of working effectively with executive management, staff, and external agencies.
Experience in managing Employee Relations, Labor Relations, and Compliance programs.
Professional HR certification (such as SHRM-SCP or SPHR) is highly desirable.
Responsibilities
Oversee the full scope of Human Resources operations within the court, ensuring compliance with applicable laws, policies, and regulations.
Provide strategic leadership and guidance to HR staff and other departments to support organizational objectives.
Manage Employee Services and Operations, including recruitment, onboarding, performance management, and employee engagement initiatives.
Lead Training and Organizational Development efforts to enhance workforce skills, leadership capabilities, and organizational culture.
Supervise the Workers’ Compensation Program, ensuring effective claims management and employee support.
Oversee Reasonable Accommodations processes, ensuring compliance with ADA and other relevant laws.
Foster positive Employee and Labor Relations by addressing grievances, mediating disputes, and promoting a collaborative work environment.
Develop and implement HR policies and procedures aligned with organizational goals and legal requirements.
Drive data-driven decision-making through comprehensive analysis of employment data, workforce metrics, and statutory requirements.
Ensure governance and compliance within the HR division, including audits, reporting, and policy updates.
Collaborate with executive management to develop strategic HR initiatives that support court operations and community service objectives.
