Description
The Legislative Research Commission is accepting applications for the position of Health Policy Analyst with the Office of Health Data Analytics. This position is nonpartisan in nature and requires the ability to work with neutrality in a politically charged environment.
The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers unique opportunities to people seeking fulfilling, challenging, and rewarding careers. This is a permanent, full-time position with benefits including health and life insurance; retirement plan; and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior approval.
Job Duties
  • Review national and state policies, research, and proposed legislation related to health policy.
  • Collaborate with leadership to identify potential topics of interest related to health for the General Assembly.
  • Participate in projects analyzing data sets, from both public and private sources, to develop insights, evaluate health outcomes, and inform policymakers.
  • Create graphs, tables, and utilize appropriate software for comparative analysis, and to present findings, recommendations, and conclusions to the General Assembly and relevant stakeholders
  • Review and contribute to the analysis of reports, findings, data, and regulations.
  • Collaborate with stakeholders to understand issues and goals related to health policy data.
  • Participate in development of reports and presentations.
  • Proofread documents for proper format, accuracy, and style.
  • Review applicable state and federal statutes and regulations and communicates information in a detailed and concise manner for legislators, staff, and non-staff as requested.
  • Collaborate on research projects and work with LRC staff on the production of related and applicable LRC publications.
  • Learn agency policies and procedures and attend training as needed or directed.
  • Limited travel for meetings, meetings with legislators, and other occasions as appropriate.
  • Performs other duties as assigned.

Desired Skills And Abilities
  • Strong ability to develop written and oral presentations, information briefs, and data visualizations.
  • Ability to conduct complex and comprehensive research into health-related issues including Medicaid.
  • Knowledge of Windows Office products including Excel and PowerPoint.
  • Ability to learn the use of visual analytics platforms.
  • Excellent verbal and written communication skills, including grammar, spelling, word usage, and punctuation.
  • Ability to follow oral and written instructions.
  • Ability to assist and work with other projects.
  • Ability to meet short deadlines.
  • Ability to work in a team environment and willingness to work with other agencies, legislators, and the public.
  • Ability to work in a nonpartisan manner with legislators, partisan staff, and co-workers.
  • Willingness to research issues not directly related to health policy issues.
  • Ability to understand the legislative process, the bill drafting application, and/or statutory committee processes as applicable.

Minimum Requirements
EDUCATION: This job requires a Bachelor’s degree in public policy, public administration, business or related field with relevant coursework and experience.
EXPERIENCE, TRAINING, OR SKILLS: 2-4 years of experience with state health policy and data, Medicaid, or healthcare administration through education or the workplace.
