The City of Temecula is hiring a full-time benefited Associate Planner I in the Community Development Department. The ideal candidate for the Associate Planner (long range planning and current planning hybrid) position is a motivated self-starter, a detail-oriented professional with understanding of long range (advanced) planning principles and current planning project management experience. This individual should be a competent and experienced project manager able to balance competing priorities and shifting deadlines. They should be comfortable analyzing housing laws and other legislation while working collaboratively across departments. This individual should have experience with the California Environmental Quality Act (CEQA). This position is a hybrid position that will serve long range and current planning, including working the public counter on a rotating schedule with other staff and answering phone calls from the public. **DEFINITION**

Under general supervision, performs a variety of increasingly specialized, professional and technical planning duties.

**DISTINGUISHING CHARACTERISTICS**

The Associate Planner I is the Advanced Journey level classification in the Professional Planner series. The employee applies specialized knowledge and skills to perform moderately difficult professional planning work. The employee possesses an in-depth knowledge of planning principles, laws and the environmental process. The Associate Planner I is distinguished from the Assistant Planner by the level of responsibility assumed and the complexity of duties assigned.

**SUPERVISION RECEIVED AND EXERCISED**

Receives general supervision from the Director of Community Development or his/her designee.

May provide lead supervision to assigned staff.

Duties may include, but are not limited to, the following:

- Prepares and presents staff reports on development proposals to the Planning Commission, City Council, or other committees; makes presentations in staff meetings and at public workshops.

- Performs environmental impact review of projects in accordance with the California Environmental Quality Act (CEQA); prepares initial studies and CEQA documents of increasing complexity.

- Prepares RFP documents and works closely with outside consultants.

- Prepares and coordinates special planning, zoning, and environmental studies; assembles and drafts reports and findings.

- Develops planning studies and reports in support of new and updated plans, programs and regulations.

- Initiates actions necessary to correct deficiencies or violations of regulations.

- Assists with updates and maintenance of Comprehensive Plan, and land development regulations.

- Conducts review of various, increasingly complex development applications, which may involve projects with some public controversy, including. Development Plans, Variances, Subdivision Maps, zoning changes, etc.

- Conducts extensive research in specific or general project areas.

- Writes and presents formal and technical reports, working papers, and correspondence.

- Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning.

- Writes, or assists in writing, a variety of ordinances and regulations relating to development controls.

- Tracks expenditures and invoices from consultants.

- Assists with special projects as needed.

- Assists with performing the duties of lower level staff.

- Prepares and writes a variety of reports and documentation, including detailed Risk Management incident reports.

- Performs other duties of a similar nature.

**Education And/Or Experience**

A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. The City of Temecula utilizes equivalencies to substitute two years of applicable experience and similar responsibility for one year of college in order for a candidate to meet Minimum Qualifications. A typical combination of education, experience, and training for this classification includes:

Bachelor's Degree from an accredited college/university in Urban Planning, Architecture, Public Policy or closely related field; and a minimum of three (3) years professional planning experience, preferably in a municipal government environment.

**Special Requirements**

Satisfactory results from a background investigation and administrative screening.
