CITY OF COFFEYVILLE
WASTEWATER COLLECTIONS UTILITY WORKER I
  • Class specifications are intended to present a descriptive list of the

range of duties performed by employees in the class. Specifications are
not intended to reflect all duties performed within the job.*
DEFINITION
To assist in the performance of a variety of skilled and semi-skilled
tasks related to the repair and maintenance of the wastewater/stormwater
collection system; and to provide technical assistance as a member of a
wastewater/stormwater utility crew.
DISTINGUISHING CHARACTERISTICS
This is the entry level class in the Wastewater Collections Utility
Maintenance series. This class is distinguished from the Wastewater
Collections Utility Worker II by the performance of the more routine
tasks and duties assigned to positions within the series.
Incumbents are not expected to perform with the same independence of
direction and judgment on matters related to established procedures and
guidelines as are incumbents allocated to the journey level.
Since this class is an entry level class, employees may have only
limited or no directly related work experience.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from Wastewater Collections Foreman or
Superintendent of Wastewater Services.
Exercises no supervision.
  • ESSENTIAL AND MARGINAL FUNCTION STATEMENTS\*Important

responsibilities and duties may include, but are not limited to, the
following:*
  • Essential Functions:

1\. Assist in the performance of wastewater/stormwater construction and
maintenance activities;
participate in the repair and maintenance of sewer lines including
rodding sewer lines, and assist in sewer taps.
2\. Assist in the maintenance and repair of sewer lines and manholes;
locate sewer lines, replace sewer
lines; clean drainage ditches and storm drains; flush utility lines;
clean man holes.
3\. Assist in the maintenance and repair of sewer lift stations
including general appearance.
  • Essential Functions:

5\. Operate a variety of construction equipment including tractors,
trucks, loaders, backhoe and a
variety of hand tools; use safety equipment and board machine; perform
preventive maintenance on
equipment and vehicles; maintain the condition of equipment.
6\. Assist in locating underground utility lines and cables including
sewer lines prior to excavation.
7\. Perform regular testing of equipment and machinery to maintain
quality assurance and high
performance.
8\. Assist in the performance of sewer tests including smoke and optical
inspections.
  • Marginal Functions:

1\. Respond to and resolve difficult and sensitive citizen inquiries and
complaints.
2\. Maintain and clean shop area.
3\. Respond to emergency situations related to the maintenance and
operations of the city\'s utilities.
4\. Perform related duties and responsibilities as required.
QUALIFICATONS
  • Knowledge Of:

Safe handling of traffic in construction zones.
Basic methods and techniques of general construction, maintenance, and
repair related to wastewater/stormwater collection systems.
Wastewater treatment, distribution and collection activities.
English usage, spelling, grammar and punctuation.
Equipment and tools used in the area of work assigned.
Occupational hazards and standard safety practices.
Pertinent Federal, State, and local laws, codes and regulations.
  • Ability To:

Perform a variety of skilled and semi-skilled wastewater/stormwater
collection maintenance, construction and repair work.
Operate a variety of vehicular and stationary mechanical equipment in a
sa fe and effective manner.
Perform a variety of manual tasks for extended periods of time and in
unfavorable weather conditions.
Repair wastewater/stormwater control and pumping equipment.
Perform heavy manual labor.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Interpret and apply Federal, State and local policies, laws, and
regulations.
Establish and maintain effective working relationships with those
contacted in the course of work.
Follow all safety rules and regulations of the department.
Maintain physical condition appropriate to the performance of assigned
