**SUMMARY OF DUTIES: ** Administrative oversight of the Human Resources department within a high performing, professional organization committed to excellence through continuous improvement and innovation. Oversight responsibilities include workforce planning, labor relations and management, compliance, talent management, change management, organizational and performance management, training and development, compensation and benefits, and employee relations.**DESCRIPTION OF ALL DUTIES:**

- Provide leadership for the City’s Human Resources Division and the City organization on all human resources matters including but not limited to recruitment, development and retention, benefits administration, risk management, EEO, performance management, and personnel records management; and is involved with discipline, grievance and employee legal issues.

- Responsible for division administrative activities including budget development and oversight, policy analysis, project management, strategic planning, and goal setting.

- Oversees and directs the design and implementation of employee training and staff development programs; negotiates with consultants regarding the procurement of specific training programs as required.

- Oversees and directs the City's benefits program and workers’ compensation program; works with City’s broker to select Third Party Administration firms for the City’s benefits and workers’ compensation programs; coordinates annual open enrollment operations for the City’s integrated health management program.

- Oversees and directs the City's insurance, risk management, and occupational safety and health function; oversees the design, development, and implementation of a comprehensive occupational safety and health program, and assists with the process of securing/renewing the City's property and liability insurance coverage.

- Oversees and directs all pre-employment drug testing, Department of Transportation (DOT) Random Drug and Alcohol Testing for Commercial Driver’s License (CDL) holders, and employee non-DOT reasonable suspicion and post-accident drug and alcohol testing programs.

- Assists in the annual review, preparation and administration of the City’s wage and salary program.

- Partner with other City departments to analyze organizational human resources needs and issues; recommends applicable policies, procedures and strategies needed to achieve the related goals of the City.

- Designs, develops, writes, evaluates, analyzes, and revises City policies, rules, regulations, codes, and ordinances to comply with existing or new local, state and federal mandates.

- Resolves complex policy interpretation and employee relations issues; analyzes policy terms and conditions and facts and circumstances; engages parties and mediates disputes; makes decisions regarding interpretation of policies, rules, and regulations.

- Conducts formal internal investigations on complex employee issues; consults with respective department/division directors; interviews employees, witnesses, and other relevant parties; gathers and analyzes evidence, facts and circumstances; establishes findings and makes decisions regarding appropriate remedy or course of action to resolve issues.

- Provides leadership and direction to managers in the administration and interpretation of the terms and conditions of existing collective bargaining agreements, makes decisions regarding interpretation and application of contract provisions; serves as a principal member of the team representing the City at grievance arbitration hearings.

- Serves as the staff liaison to the Civil Service Commission.

- Assists the City Administrator in analyzing the potential realignment of the City’s organizational structure, as well as the potential reorganization of departments/divisions or the reassignment/reallocation of functions within departments/divisions; makes recommendations to the City Manager regarding the feasibility and impact of such organizational changes.

- Monitors City activities for compliance with EEO, ADA, FLSA, and FMLA regulations and coordinates the City’s response to all charges of discrimination in collaboration with the City’s labor and employee legal counsel; researches all complaints and/or charge statements received from EEOC or OCRC and works with legal staff to assemble and compile all necessary documentation and formulate a strategy for defending the City

**Education And Experience**

- Bachelor’s Degree or higher in Human Resources, Public Administration, Business Administration, Organizational Leadership, Law or closely related field required.

- Minimum of five years of professional human resource experience at the Generalist level required.

- Previous Human Resources leadership experience at the supervisor, manager, or director level is required.

- Prior government experience preferred, but not required.

- Minimum of three years of coordinating or implementing public sector labor relations programs preferred.

- SPHR or PHR preferred.

- Experience in the development and implementation of policies and procedures.

- Extensive knowledge of creative and cost-effective approaches related to salary administration, benefits, pension plans and recruiting required.

- Previous administrative oversight of both self-insured and premium paid benefit programs required.

- Ability to interpret and enforce rules, regulations, insurance contracts and city ordinances required.

- Knowledge of Risk Management principles preferred.

- Excellent written and presentation skills.

**HOURS OF WORK**

Director of Human Resources

Primary responsible for assisting Production Manager in daily operations of all events.

- Directly responsible to the Production Managers, Operations Manager and General Manager.

- Assist the Theater Production Manager with any Theater preparation duties, including, but not limited to ordering equipment, supplies or props, hiring run crew, scheduling and/or attending rehearsals, etc.

- Assist the Events Production Manager with all pre-performance and performance elements for Cain Park events.

- Assist with the initial Evans Amphitheater set-up and all events load-ins and strikes.

- Assist the General Manager, Operation Manager and Events Production Manager with the general opening of the Park.

- Assist the Production Managers with inventorying, maintaining and/or coordinating the use of all Park events equipment, including all technical equipment, artist support and Evans Amphitheater masking.

- Assist the Events Production Manager with supervising the use, handling and security of any technical equipment, regardless of Park or artist ownership.

- As early as possible, in conjunction with the Events Production Manager, contact Artist(s) and/or their Road or Tour Managers to fill in all necessary needs and details for each event scheduled at Cain Park for the summer. Keep detailed notes and/or forms of all such contacts and the needs of the Artist(s) as they are described to you.

- Provide maps, directions and informational tech riders to any artist(s) requiring them.

- Assist the Events Production Manager and General Manager with artist travel and hospitality needs, including hotel and airport transportation.

- In conjunction with the Events Production Manager and/or the General Manager, reserve and verify drop-off and pick-up dates for rental pianos.

- In conjunction with Production Managers, schedule all necessary piano tunings for all rehearsals and performances.

- Assist the Production Managers with maintaining the Evans Amphitheater stage designs, repertory light plot and other paperwork.

- Stay within the Events budget and compromise when necessary.

- Assist the Production Managers with ordering all necessary production materials, supplies, and rentals and coordinate their proper delivery and subsequent return or storage needs.

- Assist the Production Managers in coordinating any set or riser needs for Events.

- Attend, or schedule appropriate staff to attend, all technical and dress rehearsals for Events and Theater productions in conjunction with the Events Production Manager

- Assist the Production Managers with supervising the proper training of any Park personnel required to operate any Events equipment unfamiliar to them.

- Work with the Operations Manager, Events Production Manager, General Manager, Theater Production Manager and House Manager(s), towards the coordination of artists' needs, backstage security and vehicle access.

- Assist the Production Managers to coordinate the development of all Cain Park events practicals, scenic or electric, and/or special effects, including their operating costs and operational safety requirements.

- High school graduate, some college experience preferred

- Techinical knowledge of sound and lighting equipment required

- Previous management experience a plus

- Positive, helpful attitude and calm demeanor, including the ability to speak clearly and convey information accurately

Cain Park Assistant Production Manager

**Background**

The City of Cleveland Heights is an inner-ring suburb of Cleveland, Ohio with a population of just under 45,000 people. The City is currently seeking a **Housing Property Investigator ** to join its growing housing & inspectional services team.

**Summary**

The Housing Property Investigator will work under the Assistant Director of Housing & Inspectional Services to maintain an inventory of vacant, foreclosed, bank-owned, and nuisance candidates. Incumbent will provide regular updates and reports on those properties and inspect them for any code violations. Incumbent will also pursue owners, lenders, lienholders, agents, and other responsible parties of problem properties in order to obtain service of notices and compliance of code violations. **ESSENTIAL DUTIES & RESPONSIBILITIES:**

- Track and monitor all properties that are in foreclosure, bankruptcy, vacant, bank-owned, tax delinquent, or nuisance candidates

- Coordinate with economic development staff on maintaining an inventory of available properties with associated details

- Inspect foreclosed and problem properties to identify property status and code violations

- Contact banks, servicers, lenders, attorneys, and other responsible parties to vacant or foreclosed properties to obtain compliance for minimum maintenance standards

- Coordinate all complaints regarding tall grass, lack of heat, vacant properties and other special projects

- Pursue and monitor properties that have not obtained Point of Sale Inspections or Occupancy Permits

- Track Sheriff’s Sale activity to include providing the Director of Housing & Inspectional Services with reports regarding the results of all sales

- Coordinate with Cuyahoga County to ensure properties are moving through the tax foreclosure process as appropriate

- Update ownership/address records upon receipt of title transfer reports and checks for compliance with Point-of-Sale requirements

- Assist homeowners that have shown a lack of progress on their violation lists by determining the reasons for insufficiency and referring them to agencies than can help obtain compliance

- Conduct new inspections and re-inspections on properties as needed

- Coordinate the initiation of all new programs that are created for housing rehab, construction, or development

- Prepare reports as requested by the Assistant Director of Housing & Inspectional Services

- Uphold the City’s mission to be diverse, equitable, and inclusive as part of all housing and inspections activities

- Techniques used to inspect residential and commercial construction to ensure compliance with adopted codes and ordinances

**Certification/ Licensure**

- Must have at the time of hire and be able to maintain a valid Ohio driver's license.
