The Public Safety Communications (PSC), Microwave Engineering Services, CAPSNET Access unit is responsible for a wide array of engineering activities and services related to the public safety communications systems engineering and design for public safety agencies, including both state and non-state entities, operating within California.
Under the direction of the Senior Telecommunications Engineer, the Associate Telecommunications Engineer performs difficult telecommunications engineering work; acts as lead person over subordinate staff members in connection with design, installation, maintenance and operation of statewide telecommunications systems; and independently makes or supervises telecommunication engineering surveys and studies.
In large system implementations of complex difficulty, the incumbent acts as engineering lead person. The incumbent performs duties of increasing responsibility such as developing technical reports and equipment selection criteria; providing project cost estimates for parts and labor; and notifying the supervisor of risks to the project’s budget, schedule, and scope. Additionally, the incumbent ensures engineering services for public safety communications meet the critical operational requirements of the state.

Working Conditions
Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest (COI) : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Significant experience (3 years minimum) planning, documenting and coordinating installation of telecommunications or networking equipment
  • Significant experience (3 years minimum) testing, troubleshooting, and evaluating telecommunications or networking equipment and systems
  • Familiarity and/or expertise with the following
  • FCC coordination
  • DC Power system installations
  • Planning and developing instructions for modification of telecommunications services
  • Site investigation and documentation for telecommunications equipment installations
  • Experience successfully using oral and written communications skills to present and/or create test reports or installation instructions for radio or IP based communication systems
  • Ability to function effectively on independent assignments and be an effective contributor on project teams
