The Public Safety Communications (PSC), Radio Communications Services, Client Engineering Division, DOT unit are responsible for a wide array of engineering activities and services related to the public safety communications systems engineering and design for public safety agencies of the State of California. Under direction of a Senior Telecommunications Engineer, the position ensures engineering services for public safety communications meet the critical operational requirements of the state.

Working Conditions
Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Degree: BS in Electrical Engineering minimum, MS degree in Electrical Engineering with a focus on wireless systems is desired.
  • Radio Systems Knowledge: Significant experience (often 3+ years) with wireless RF Land Mobile Radio (LMR) systems, including two-way radio (analog/digital, trunked, conventional, and P25 core networks).
  • RF Design & Testing: Experience with RF propagation modeling, antenna and filter selection, and hands-on use of test equipment like spectrum analyzers, vector network analyzers, and digital oscilloscopes.
  • Communication: Strong oral and written communication skills
  • Problem Solving: Analytical skills to troubleshot technical issues.
  • Teamwork: Ability to work well with cross-function team members.
