The world’s largest fleet command, the U.S. Pacific Fleet encompasses 100 million square miles, nearly half the Earth’s surface, from Antarctica to the Arctic circle and from the West Coast of the United States into the Indian Ocean. The U.S. Pacific Fleet consists of approximately 200 ships, 1,500 aircraft, and 150,000 military and civilian personnel.

Adm. Stephen T. Koehler is the current commander, U.S. Pacific Fleet. He is the 38th commander since the fleet’s Pearl Harbor headquarters was established in February 1941. Past commanders of the Pacific Fleet include such naval giants as Fleet Admiral Chester Nimitz and Admiral Raymond Spruance

The Navy’s history in the Pacific actually spans more than a century and a half. Through the years, the Pacific Fleet commander’s vision, mission and guiding principles have evolved as its challenges have changed. But many Navy customs and traditions have continued over the years, making the Navy unique among the services.

Under the current organization and command structure, the U.S. Pacific Fleet staff reports administratively to the Chief of Naval Operations and operationally to the U.S. Pacific Command, whose headquarters are at nearby Camp H.M. Smith. Commands that fall directly under the Pacific Fleet include “type” commands for surface ships, submarines and aircraft as well as Navy construction. Operational commands that report directly to the U.S. Pacific Fleet include Third Fleet in the Eastern Pacific and Seventh Fleet in the Western Pacific and Indian Ocean.

Duties

- You will perform engineering duties relating to nuclear accident and radiological accident emergency planning.

- You will ensure procedures are adequate for minimizing the effects of an accident to the public and the environment.

- You will review Federal, State and Local government agency emergency response plans to ensure the Shipyard emergency response plans provide complete coverage for emergencies.

- You will play a key role in the planning and conduct of quarterly radiological emergency drills.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer reviewing technical engineering work procedures under the guidance of a supervisor and applying knowledge of radiological controls, reactor plant theory, and nuclear engineering concepts to support shipyard operations.

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer assisting the review of technical engineering work procedures under the guidance of a supervisor or senior engineer and applying knowledge of radiological controls, reactor plant theory, and nuclear engineering concepts to support shipyard operations.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
